if u have your shsh files you can downgrade to 6.1.2, I already did it!! all you have to do is restore with your shsh-stitched ipsw and all will be fine :)

You should not restore your iphone to ios 7 bcz u won't be able to activate it without UDID activation from developers.

So wait for the apple inc. to release the public version of IOS 7...which probably is on 10th september.
